Access and Babies, Toddlers, and their Caregivers

An exploration into how transportation systems can include the diverse mobility needs of babies and toddlers, and caregivers.

This brief brings a focus on the mobility needs of babies and toddlers (0-5 years old), as well as their caregivers. It provides key recommendations for stakeholders from civil society, subnational authorities, donor organisations, and national governments to take action to improve the wellbeing and development of babies, toddlers, and their caregivers through improving access.

When city leaders make decisions that work for the youngest, they are not only guaranteeing a productive and engaged future generation but also making decisions that will have a positive impact today on families and communities.


This is the second installment in the Access for All series by the Institute for Transportation and Development Policy (ITDP). The series distills common messages of inclusion, equity, and access, along with providing solutions to improving those through sustainable transport and urban development. This brief was a collaboration between ITDP and the Bernard van Leer Foundation.
