The first part of a two-part case study exploring the decision-making process of Uruguayan political leaders when creating Uruguay Crece Contigo (“Uruguay grows with you”), a national programme on early childhood development inspired by another programme in neighbouring Chile. This first part focuses on Chile Crece Contigo, while the   describes how Uruguayan policymakers ultimately designed a different kind of programme based on their national context.
