Early Childhood Education and Services for All

This report shares policy recommendations from the Transatlantic Forum on Inclusive Early Years.

This report shares policy recommendations emerging from the Transatlantic Forum on Inclusive Early Years, which is an international project convened by the King Baudouin Foundation together with 13 partner foundations including the Bernard van Leer Foundation. Through seven meetings over four years, the project explored policies and programmes supporting the early childhood development of children from migrant and low-income families in Europe and the United States.

International studies have put forward the minimum figure of one percent of GDP as a benchmark for the level of annual investment needed to obtain and deliver high-quality early childhood education and care services for all.
